[chapter-delegates] Results of the board discussion on membership

I'm not the one trying to destroy the relationship between ISOC HQ and 
its chapters here... I did not choose nor were consulted for this new 
membership program (do not shoot at the messenger). If a couple of us 
from the Pacific Chapters had not been vocal at ISOC meetings during 
INET we would not have had free membership. Let's put some perspective here.

Now we want a right to vote and steer ISOC.
