A decision can always be overturned by another one, but we felt that we 
could not simply decide to cancel the program without a thorough review 
of the available options.

"Sense of the board" means there was no formal voting on this issue. 
There was however a consensus that it is not perfect and needs to be 
further examined and adapted.
