Good point ! Let us also make a quick calculation. Even if we do it for all
chapters (say 100 of them) this will cost ca. 100x40 = 4000 $/year

My question is what is the average payment for ISOC HQ employee to 
develope and maintain this system?
Can you find anybody in Reston, who is willing to work for 4000/12 = ca. 
330 USD/month?
Or is this task invented only to justify the need of HQ staff?
