FTP works.
I think chapters just ask for a basic infrastructure. They will take 
care of the rest,ie designing and uploading their web pages.
Correct me if I am wrong, but tempate web sites and standard web pages 
is not what chapters are looking for. They just want reliable 
virtual/shared hosting with their own domain name, or a subdomain of 
isoc.org. Standard web pages seem do not make a lot of sense since they 
would need to be translated in local language anyway.

Gene's idea seems excellent to me. Web hosting should be left to web 
hosting professionals.  I do not think ISOC has the resources to provide 
tech support for 20 customers.
