[chapter-delegates] New Membership Level

Well we have an election on going now and more elections on going comming
soon..
So we should ensure who we elect and who will represent us in every ISOC
instance. Of course ensure that Chapters are driven by chapters not for
members in chapters ( I mean some X chapter can send 251 cheques and take
control of ISOC) so one chapter one vote... for example..
This can be a really good time to ask several candidates to write their
action plan so we can vote and control their work....
