[chapter-delegates] Hosting Request - A PROPOSAL

James, Gene and all:

Of course some small chapters does not have resources...but have volunteer 
work. For example We can provide support with a CMM (Content Management 
System) for ISOC and charge a fee to chapters or receive other services in 
exchange for example hosting...or communication facilities...

So we provide services (have human resources) and other economic etrong 
chapters or ISOC itself provide $$ or infrastructure...

Even we can work on the consulting for the questions James or ISOC Board 
have now (what business model, how to deploy a CMM, maintein an email 
list...etc etc etc)
