[chapter-delegates] New Membership Level

Dear Rudi: We volunteer, organize events, work to survive.

Associate membership is as the name say: Associate no full member so IT'S A 
MUST to discuss about it.

When you make this kind of differences you have soon or later first class 
members and second class members.

Also it's time to work on an individual representation in the board where at 
least every ISOC Chapter can vote and count to make its decissions really 
democratic. (Use internet to vote and discuss)

When you have to survive with USD 1 or less a whole day, your understand why 
is important to maintein representation and spaces free of money 
contamination.

Representation does not mean MONEY or FEES. That's why the entire world have 
something wrong.
