We should not care too much. There is common ideology among ICANN
stakeholders that they should be the only ones to decide if and what
ICANN could do. The I* communities (whatever that means) are not the
only ones involved in governance issues. Let's draw a parallel with the
telephone/electricity/gas systems: there are much more than just  users,
manufacturers and operators. There are regulators, governments,
international institutions / jurisdictions. It does not seem strange to
them. Why on earth should the Internet be any different ?

Some would like us to think  that the Internet should be an unregulated,
uncontrolled world, where friendly techies and operators are moving hand
in hand with friendly and honest users. While I would like to subscribe
to this naive approach, this is not the real life.  Real life is full of
spammers, cyber criminals, dictators, business and political interests
and many other nuisances. We need to have ways to deal with all  these
issues.  ICANN, IETF, etc do not address them all.
