I say you did a pretty good job in summarizing  this meeting ;-)

Regarding the chapter-delegates list: it was pointed out that only a few 
chapters participated in discussions and that it was difficult to find 
out what the majority of silent  observers was thinking. My suggestion 
was to use some system to allow chapter delegates to express themselves 
through an e-voting system , where they can be sure  they can express 
their opinion without getting flamed.

Personal note: I have used eVoter from the university of San Diego 
(http://evoter.sourceforge.net/index.html) to poll my chapter members re 
ISOC BoT elections.  I should fit our needs and would only require 1 
man/day to customize.
