[chapter-delegates] Did I run for the Board?

Jim,
why is there such a delay in mail between the FILTER-ELIST and the 
DIRECTORY-DAEMON? I noticed it today, again, with one of Margaret's 
e-mails. The one below is actually from Osten, and Rosa responded to it, 
before it even showed up in the chapter-delegates list.

The delay below is about 24 hours.
