ahh, right.  this, of course, has nothing to do with validation, per se, 
and everything to do with creating compliance rules for best practices 
by bulk senders. And really the these practices are not new or 
controversial.  So it is their escalation to being required that is 
significant.

One would have wished for a BCP to document this, before services 
declared the requirement.
