For Full standard, there has always been a requirement for significant 
field experience.

For Proposed standard the requirements have been highly variable.  
Sometimes requiring implementation, sometimes requiring meaningful 
interoperability demonstrations, sometimes merely requiring a document 
with limited spelling errors.

In terms of overall process, while things were sometimes onerous decades 
ago, they seem to be considerable more consistently onerous now.
