To indulge in a bit bike-shedding, we can distinguish between private
enterprise deployment of X.25 interfaces, versus public, commercial,
general availability.

While MCI Mail was a public, commercial service, the X.25 use by it was not.

First availability of 'any use' vs. first as a public service is
probably worth distinguishing.
