Initially, it was very much both, IMO.  Each of us had an area, but 
anyone could raise questions or suggestions about someone else's area.  
But after awhile, one new AD showed up and told everyone to stay out of 
that AD's area.  Changed the entire tone (and probably effectiveness) of 
the group.

Within the IESG, yes. Definitely.

He was in a difficult and delicate position, given the limitations on 
the IESG imposed by the IAB.  I'd heard he was not treated very well by 
the rest of the IAB, but then we had a joint meeting and, indeed, 
comments to him seemed tense to me.
