PS: I should hasten to add that I did not operate in the circles that made
the decision to split the InArc WG into two; that was done way over my (then)
'pay grade'.

The move to effectively sideline Dave by splitting it in two was an elegant,
and somewhat gentle, solution to a real problem. I am reminded of a similarly
elegant solution to a similar problem at Bletchley, during WW2, by Hugh
Alexander (described in Hodges, "Enigma", at the bottom of pg. 227). My
memory dropped a bit, though, because I thought the shift supervisor involved
was Turing, but I see it was someone else.
