To be clear, what I was saying was that it did _not_ reach the Internet Society Board of Trustees, because it did not qualify under the rules. Someone wanted it, but the condtions of the process were not met. Such a case is more like an unfiled appeal: it can't appear anywhere because the formal conditions for a decision were not met. I'd like to think it is good to know that at least in living memory there were processes in place to ensure that, if some request came in, it wouldn't just get dropped on the floor. (I of course can't speak for what the Internet Society does now. I don't work there any more and haven't for over a year.)
