My guess is that he's referring to the ease with which VoIP gateways
can dump junk calls and SMS with fake caller info into the PSTN. Hence
STIR/SHAKEN, new rules about when telcos can dump junk calls, etc.
SS#7 was invented for the world where there weren't many telcos, the
barriers to entry were high, and to a first approximation they all
knew each other and had reputations to maintain. We sure ain't there
now.
