I occasionally peruse some of the forums, blogs, etc. where the AFRINIC <https://afrinic.net/> controversy is discussed. This article by John Curran provides some historical background of how the original IP address registry function evolved to the regional Internet registry function of today. [1]  It also might serve as a springboard for some concerns raised on this list about how effective the IETF has been in providing solutions (such as IPv6) that aim to mitigate such controversies.
