Not sure what the manifestation of 'authoritarian' is, in that 
environment.  Perhaps the selection differences between being able to 
participate in one, versus the other? But while ITU-based participation 
rules are especially strict, I've understood ISO's to be more open.  Not 
as open as the IETF's of course, but still...

Also, there are decision-making differences within their processes.  
Requiring unanimity vs. 'rough' consensus.
