TIP (Terminal Interface Processor) ~= TAC (Terminal Access Controller) ...

TAC were connected directly to DDN.

According to https://apps.dtic.mil/sti/tr/pdf/ADA164353.pdf (1985), TIP was
the "predecessor of TAC performing a similar function."
