ITS' network files system is usually called MLDEV, supposedly for the
MIT AI PDP-10 to access the ML (MathLab) PDP-10.  But before it was
called that, the program to implement this feature was a program called
"ATSIGN OTHER".  The earliest timestamp for this file goes back to
November 1972.
