Dave,

The solution I've been using for Internet Governance history research 
is TimelineJS (https://timeline.knightlab.com/) due to its flexibility. 
You start from your own JSON or Google Spreadsheet and then scale it as 
needed for display in a browser context or maybe even as an Electron applet.
