2/ external router box
3/ stupid network (smarts at the edges)
4/ UDP (unreliable option)

policy reasons
1/ CCITT turn down offer of TCP/IP as next gen data network
2/ TCP/IP in Unix - cheap full working source code)
3/ CSnET agreement that enabled everyone at a university to email on arpanet
4/ NSFNET AUP against commercial traffic (enabled ISPs)
5/ only TCP/IP on NSFNET
6/ death of GOSIP
