I first heard the "even barbed wire* in (I think) 1997 from someone who 
worked for a railroad somewhere near Minneapolis- he told me that they 
(the railroad comm people) had used a length of barbed wire that ran along their 
track when a comm wire had broken 

I used the "runs over barbed wire* in my TCP/IP tutorials since at least march 2000
(the earliest copy of my tutorials I could find right now)
