   Not *quite* the same thing, but in pre-BGP 1987 it was very useful 
that cisco supported the Dave Mills Hello protocol.  This allowed our 
little NSFnet regional in Texas to peer with the ARPAnet via EGP and to 
peer with the Fuzzball-based proto-NSFnet via Hello.
