Answering my own question....

Perhaps "before BBN had an IMP on the Net" meant before there was an IMP 
physically located at BBN and attached to the ARPANET, but the original 
4 nodes were running as the initial ARPANET.  I suspect the people at 
BBN had attached a dialup modem to some IMP console port out West, and 
used it to connect a terminal in Massachusetts as the "IMP console" 3000 
miles away.  Using the DDT built into the IMP, they could then look at 
IMP operations, debug problems, etc.
