In the early 90's we ran the whole country on 1200 (or was it 2400?), but it was only me anyway at first :-)-O.
Eventually we got one with 9600. Taylor UUCP came along with the longer and sliding packets, I figured out how to batch and gzip and found smail so we could pretend to have domain names.
Connection was to the Rhodes University in South Africa which was almost a local phone call away shortly after I dependence, and prices only slowly increased, so our growth could keep in step.
Once the growth fuelled phone costs higher than a leased line we switched to TCP/IP to the University of the Witwatersrand and it took a few days before anyone noticed ;-)-O
I am still fond of Taylor UUCP...
