Gee, it seems like just yesterday that I was saying e-postage is the bad 
idea that just won't go away.  Here's the white paper again:

tl;dr if you could make it work, which is a big if, the problems with the 
payments would be way worse than the problems with spam since you'd be 
dealing with real money.

At this point the only systems that seem able to deal with spam are ones 
with a central point of control, which is not encouraging.
