[ih] NOTICE - change in list configuration - change confirmation

That config has sometimes required Gmail users to exempt the list/forwarder
from spam/forgery quarantine, as they know it did not actually come
directly from Gmail. This message tests if I need to set that, or if
Mailman & Google have figured things out now.
