Some random folk spontaneously decide they want to evolve things --
modify existing capabilities, create new ones, whatever.
They form what is effectively a cabal. (Not the nicest of terms, but
one that gets applies, correctly or not.) Open or closed, they are the
locus of control. They decide on goals and means and write specs and code.
At some point, they take steps to recruit more folk to the effort.
Trade associations, journal articles, IETF, whatever.
At some point, the technology reaches sufficient stability AND
sufficient community support to hold sway. And maybe even formal status.
To quote an early sage, all the rest is commentary.
