DOI's point to a manually maintained federated database that contains
among other things forwarding URLs.
The only reason that DOI 10.17487/RFC9999 resolves to a web page with
the RFC is because when the RPC published the RFC. they ran a program
I wrote that updates the DOI database. While it is possible to update
the DOI database if the document moves, there's nothing automatic
about it.
