The IAHC did not specify anything that I'd expect to match a function 
called "names review board".

It specified 6 candidate new gTLDs.  It defined the registrar/registry 
construct.  And it defined a candidate dispute resolution mechanism that 
was essentially ad hoc arbitration, rather than any sort of established 
'panel'.
