Just in case people aren't aware of the Internet Stream Protocol,  
I thought I would mention the ST packets used version 5 in the IP 
header.

I don’t know why it “follows current nomenclature” to skip IPv6 at the time.

But this document isn’t IPv6; what this calls “IPv7” is a placeholder for the response to this RFC’s architectural assertions. 

IPv6 emerged from responses to RFC1550.
