Randy - Those who want to engage in crime (spam, ddos, etc.) decided long, 
long ago that they wouldn't both with maintaining accurate information if 
not required to do so.  Luckily, most of them use a land line, credit card 
or bank account some point, so law enforcement isn't completely helpless.
