Good point; at that point, access to the Internet was still restricted to
those entities which were either i) US Govt, or ii) had a contract with the
US-Govt, or iii) other US Govt-sourced reason to be on the Internet (e.g. a
vendor to i or ii). So registration wasn't just a 'come and get it' thing;
there was (in theory at least) a vetting stage.
