I don't think so. There were two versions. A long one by bbn which was somewhat biased towards bbnM and an arpa approved version, shorter but more neutral. V

Coincidentally, someone asked me earlier today whether I had a copy of the 
Arpanet Completion Report.

Are reports like these on line?  It seems obvious that they should be.
