[Chapter-delegates] Interesting take on Digital Literacy

Most important is the last sentence that says *taking** appropriate care to
avoid technical and personal vulnerabilities *
This is key in the Public Safety approach for ISOC. As we have seen older
adults and low income people are coming online and they lack the skills to
avoid being scammed, its a wild west and these scammers use a numbers game
to troll innocent and naive computer users to exploit their lack of
awareness.
In the US and Canada the medical establishment use a service called
MYCHART which is critical to find out your appointments, test results
etc. It's accessible over the Internet. Seniors and low income people use
this service , alas the MYCHART developers have been going through a class
action lawsuit due to data breaches. Alas, this new users are at risk.
ISOC needs to follow using the above defination as digital literacy without
personal safeguards is a recipe for disaster.
