Dear Chapter Colleagues,

First, I would like to sincerely thank those colleagues who have nominated me for the 2027 ChAC Steering Committee elections. I truly appreciate their confidence and support. However, I have decided not to stand as a candidate.

I have had the opportunity to contribute to the ChAC over the years, including serving as Vice Chair of its Steering Committee in 2018. We have worked together to strengthen the role of Chapters within the Internet Society, and I believe that now is the time to identify and support leadership with a strong vision for the future.

These elections are particularly important in light of our recent discussions on the Chapter DNA and the proposed revision of the Chapter Charter Agreement. These processes have highlighted the need for broader, deeper, and more inclusive discussions about matters that directly affect our Chapters.

We are not simply discussing administrative procedures or contractual language. We are addressing fundamental questions about Chapter autonomy, diversity, local realities, institutional sustainability, and the relationship between Chapters and the Internet Society.

In my view, these discussions reinforce the importance of a genuinely bottom-up governance model, where Chapters are not merely consulted on proposals developed elsewhere, but actively participate in identifying challenges, setting priorities, evaluating alternatives, and shaping the decisions that affect them.

This requires a ChAC Steering Committee with strong leadership, independence of judgment, a clear strategic vision, and a genuine commitment to representing the diversity of our global Chapter community.

I therefore encourage every Chapter to actively participate in these elections, discuss the candidates within their leadership teams, and carefully consider which representatives demonstrate the vision, commitment, and willingness to foster open dialogue that our community needs.

The strength of the ChAC should not be measured simply by its organizational structure or procedures, but by its ability to represent Chapters effectively, encourage meaningful participation, and ensure that their collective voice is heard and taken seriously.

Our responsibility does not end with voting. We must remain engaged, contribute our perspectives, and support the elected representatives in building a stronger, more representative, and genuinely bottom-up ChAC.

I hope these elections will mark an opportunity to renew our collective commitment to that vision.

Best regards,

Carlos Vera Quintana
