[Chapter-delegates] Invitation to Observe ISOC Board Meeting

Thanks Ted and Olivier. Maybe we can even regularly announce it here on the
chapter delegates list, unless ChAC can come up with an even better way of
communicating to the chapters about the public board meeting and minutes
information. But then again this is a board matter more than the ChAC so
maybe the board can simply have the info sent to this list periodically?
Yes the meetings are short but just for transparency it's a good practice
to do I think.
