[Chapter-delegates] Why was the Live Streaming+ service terminated? -was- Chapter Advice on live streaming

Thank you Luis and Joly, if i may (trailing thread snipped for focus) ...

All of us have been repeatedly reminded that this was an operational decision 
(Comms) and that the Board should not directly intervene in operational 
minutiae. Nevertheless, the Board as well as all ISOC members would do well to 
review the decisions and actions taken by the previous administration in order 
to gain a good assessment of the performance of that administration, remedy any 
shortcomings, and do better moving forward, correct?

Joly and others have provided details on the excellent work he did and is still 
doing for ISOC. Joly (like Raj who was removed at about the same time) did 
yeoman-like work for the global organization over years, efficient and superb 
value for money, and for far less cost to ISOC than if, for example, that job 
had been contracted-out to an outfit like salesforce.com (vide: Fonteva).

Thus i am wondering at this point if further cataloging of Joly's work will help 
matters? We may again be led on a merry chase after details. And, at the end of 
the day, we may again simply be fobbed-off with: "it was an operational decision".

Perhaps it would be better to ask ourselves why Joly (and Raj, and Rinalia) were 
terminated? The usual answer given is "cost-cutting", but then HQ staff 
(directly under close administrative control) has been augmented and there have 
been huge expenditures such as Fonteva (not to mention the "gift"when MANRS was 
given away).

What really drove those operational/administrative "cost-cutting" decisions?
