[Chapter-delegates] Chapter advice on opening the delegates list

Hi
Ted is right that the people on the list wanted it to be private. Given how
many people are on the list, there are no secrets. When the issue came up,
several spoke strongly about their preference to not be open.
If I remember correctly, the issue came up because I wanted to quote
something the CEO said on the list. I disagreed but went along because
there was an apparent majority.
To move forward, let's follow Ted's suggestion that the chapters, all
represented here, review our desires. My opinion is that with so many on
the list, it is de facto accessible whatever the setting. So I think we
should be open.
If any still feel strongly, please speak up. Then the Chapters committee
should make a plan.
