[Chapter-delegates] Global Encryption Day update

Hi Dr J,
Although I keep a pretty close eye on things, I missed this notice, which I
perceive to be the only one I received for this event.
I looked to catch up on the sessions, but the archive is only available to
registrants, and registration is closed.
Please advise.
