[Chapter-delegates] Request for a method to send email to Chapter members.

Thank you for this Sarah.
I managed to send out a mail to the chapter. However, as a user it seems
the system has become more confusing, with additional steps and time
consuming (off course I do see more options has been added).
Previously using one email ID we could send bulk message to the whole
Chapter. Now to send a simple male you have to create a campaign, key in
the message, link to the who Chapter data set, etc.
Additionally the campaign money option which is mandatory is quite
irrelevant for many of us. Also the currency denominator reflects only few
currency therefore its redundant to most nations.
I hope the team while improvising really looks at simplifying things than
complicating it for volunteers from across the world.
