[Chapter-delegates] Request for a method to send email to Chapter members.

Hi Levy,

Chatter is not bad, somewhat akin to whatsapp with email integration, but,
by default, members are set to email digest mode, can even reset their
option to 'limited', and I suspect members who are set to 'opt-out' may
never see it at all. So, it is not a reliable way to reach your chapter
membership. Also, content options are limited.

OTOH, an email campaign, with the journey set to TD, will reach every
member of your Chapter.

Once an email campaign is set up, it's easy to repost to the same
campaign without going through all the set up.

What isn't clear to me, as yet, is, whether this will reach people who have
subsequently joined. Possibly not.
