The strategic plan is really a product of the board, supported by staff.  So the board's resolution was the necessary step in setting the staff on the path to communicate the plan widely.  There's no difference in what the board approved and what everyone will see.  But we naturally wish to present such a plan in a way that will inspire and attract people to come along on our journey, and so we will take the time and care to develop those materials.  I don't understand why this could be even slightly controversial.
