[Chapter-delegates] ISOC LIVE - the reports of its death are exaggerated, but..

Frederic. this wouldn't work. It is roundabout, not every chapter has such
a system to thoughtfully provision for live stream and zoom services.  Your
suggestion to shift the responsibility from isoc.org to Chapters and
consolidate allocation from every chapter into a whole??
