[Chapter-delegates] ISOC LIVE - the reports of its death are exaggerated, but..

Dear Amrita,
It seems that many of the decisions are not taken because ISOC wanted to
take them, but because it had to. Andrew has said several times that he
had to take them, regardless of his personal feelings or friendships.
Perhaps the chapters don't quite understand the reasoning, and maybe
this is what needs to get some better explanations?
