Dear Andrew,

The actions of the Staff, with the BoT 'abstaining' from interventional /
suggestive Directions, has loudly saved a thousand dollar or two per month,
but what probably continues is the flawed pattern of unnecessary
expenditure and probably suboptimal contracts that run into millions ????
