[Chapter-delegates] NY asks for opportunity for chapters to speak at board meeting

The New York Chapter last week unanimously approved a resolution for a
better ISOC, in the spirit some call multi-stakeholderism. Much more to
come as we get the language organized.
This will allow the UK to present our proposals, and the NY board has a
number of things to present. The Board Chair can carve certainly out 45
minutes.
The 45 minutes for chapters should be approved in a 90 second vote because
it's obviously the right thing to do and we did it in the past.
Here's what we approved. I see Greg is presenting for the chapters and can
review the other things we approved. Or ask me for a near-final draft.
