[Chapter-delegates] vote/poll on 2 chapter issues (was: Consensus Call for Proposed ChAC Advice to ISOC Board)

Thanks for these statistics, and this reminder, Hank.

May I please propose that Rama Rejman have the Surveymonkey system send 
a reminder to the voters that have not voted yet? In online votes, it is 
common usage to send a reminder half way through the voting period.
